1. Open the file which you would like to add the glow to, or make one of your own. If you are looking for something to make, Greg Martin's Planet Tutorial is simply amazing.



2. Double click on the layer of the object which needs a glow and scroll down to "Outer Glow".



3. Change the glow color to whatever you want and mess around with the size, spread, opacity, and contour of the glow.






This is indeed a very short and easy tutorial meant to teach the where abouts of the outerglow tool, youll have to apply it to your peices.
