Step 1. Create new layers

What we should do in the first step is to create a new Solid Color Adjustment layer and fill it with White color. Then create a new blank layer above that layer. Give that layer a name as "Basic Shapes." Now turn off the two layers.

Step 2. Trace the basic shapes

In this step we need to trace all of the basic structural elements of the image with the Pen Tool. Now that we choose this picture for the example we should outline the body and clothes. With the Pen Tool selected, simply click anywhere then drag to trace the part. We'd better use a lot of small paths rather than trace the whole image with a long path. Make sure that all of the basic shapes are traced.

Step 3. Play with the blank layer

Now it's time for you to turn on your white layer and your blank layer.Select the blank layer and drag your work path down to the New Path button to save it in the paths palette. Use the Brush Tool with hard brush to create a thin ellipse by taking the roundness down to 12% and the angle 45. Shape Dynamics section bring the Size Jitter to 100, the Minimum diameter to 35, and the Angle Jitter to 5. Click D to make your foreground color black. And then right click on the path and choose Stroke Path. Note that you might have to adjust the Master Diameter in the brushes palett lest the lines should be too thin or thick.

Step 4. Repeat the previous steps

Just repeat step 2 and 3 for more times. The more details you trace the thinner your Master Diameter should be.

Step 5. Paint color

Paint color in this step. Make a copy of the layer on which your photoshop is. Put this copy at the top. Then Blending Mode should be set to Color. Create a new blank layer and name it by "Paint." Make sure that it’s below all outline layers and the foreground color is still set to black. Here Opacity should be set to 10%. Paint roughly in the color where need. Now use Wacom Tablet to get a nice strokes.

Step 6. Erase the unwanted part

Select the Eraser Tool and make the Opacity is at 50%. Then erase the area that you don't want to make your picture look clean.

Step 7. Change the pants color

We don't like the color of the pants, so we will change it to blue. Drag the Hue slider over and adjust the saturation. Then you can see the whole image changed.

Click on the layer mask thumbnail. Set the background color to white and choose Erase Tool with Opacity as 100%. Paint on mask until the hue appears.

Step 8. Paint the background

Now we are going to create another new blank layer below the "Paint" layer. Use the Brush Tool with huge diameter and opacity as 5% to do a few broad strokes across the whole image. Then we can see the backgrond is appeared.
