
1. File >> New and get a pretty big size. Fill the background in with a dark color; I used #002C69 and my canvas size is 600x600.
2. Select the brush tool


3. Change your foreground color to white and make a white circle in the middle of your canvas with the brush tool. Click several times to get a fairly large circle.

4. In your layers palette, double click your background layer to make it a workable-ish layer, so now it's called Layer 0.
5. Filter >> Render >> Lens Flare, and position the flare in the white circle thats already in your canvas. Use these settings:

7. Layer >> New >> Layer, and with the Paint Bucket Tool

8. With the Magic Wand Tool

9. Now, with the Magic Wand Tool, select the white circle, go to Select >> Modify >> Contract and put in 15 pixels.
10. Select >> Feather >> 10 pixels, and then delete the selection. Deselect.
11. Change Layer 1's opacity to 50%.

12. Duplicate Layer 0, and multiply it to make the overall image darker

13. Layer >> New >> Layer, and with your brush tool and several differently sized round brushes, make small stars.

14. Layer >> Flatten Image.
15. Duplicate the flattened layer, set the blending effect to Soft Light. Layer >> Flatten Image again and you're done!
